The guide explains the legal framework applying to Palestinians employed in Israel and in Israeli settlements in the West Bank. It examines the different employment arrangements affecting residents of East Jerusalem, the West Bank and Gaza, including the work permit system and the role of the Payments Department.
It also provides practical explanations of key employment rights, including written employment terms, working hours and overtime, wages, pensions and other social benefits, workplace safety, parental rights, dismissal procedures, employer record-keeping, health insurance, National Insurance and income tax.
The final chapters explain how workers can enforce their rights through complaints and Labor Court proceedings, and why unionization is a particularly important tool. Drawing on MAAN’s extensive experience organizing Palestinian workers, the guide highlights the persistent gap between the rights guaranteed by law and workers’ actual conditions.
